موانع سازمان‌دهی اثربخش کانون‌های تفکر راهبردی

چکیده

برای ارتقای کیفیت خط‌مشی‌های عمومی و افزایش ظرفیت آن، کانون‌های تفکر راهبردی نقشی اساسی دارند و نحوه سازمان‌دهی آن‌ها یکی از عوامل تعیین‌کننده این نقش است. لذا برای شناخت سازمان‌دهی متناسب با اهداف کانون‌های تفکر راهبردی و سایر شرایط متغیر محیطی، اقتصادی، اجتماعی و... ضرورت دارد تا در دوره‌هایی معین در سازمان‌دهی آن‌ها بازنگری شود و در هر بازنگری موانعی که در کاهش اثربخشی کانون‌ها بیشترین نقش را دارند شناسایی شوند و با رفع آن‌ها، رقابت و تلاش کانون‌های تفکر راهبردی برای ارتقای ظرفیت خط‌مشی‌های عمومی افزایش یابد. در این راستا برای شناخت سازمان‌دهی اثربخش کانون‌ها، موانع سازمان‌دهی آن‌ها، از طریق ادبیات تحقیق و مبانی نظری آن احصاء و در قالب پرسشنامه‌ای بین نمونه‌ای از اعضای هیات علمی دانشگاه‌ها توزیع شد. نتایج تحقیق که از آزمون تی و فریدمن به دست آمده است، نشان می‌دهد که برخی موانع مهم‌ترین تاثیر را در عدم اثربخشی سازمان‌دهی آن‌ها دارد. همچنین بین سازمان‌دهی کانون‌ها و اثربخشی آن‌ها رابطه مستقیم و قوی وجود دارد. از سوی دیگر سه عامل نیز به عنوان موانع سازمان‌دهی اثربخش کانون‌ها تلقی نشده و مورد تایید قرار نگرفته‌اند که در بحث و نتیجه‌گیری به آن‌ها پرداخته می‌شود و در انتها نیز پیشنهادهای تحقیق ارائه می‌گردد.

Think thanks play an essential role in developing general policies and increasing the related capacities. The way of organizing them is among the determinants of this role. Therefore, it is necessary to revise their organization regularly in order to recognize the proper organizing relative to the think tanks' goals and other unstable environmental, economic, social conditions. In each revision the barriers leading to reduction of think tanks efficiency will be discovered and overcome. In this way their competition and attempts will increase in order to improve public policy's capacity. In this regard we use the literature, extracted its theoretical principles and distributed among the universities' scientific members in the form of a questionnaire. The results achieve by the Freidman and T.test revealed that some barriers have the most effects on the organizing think tanks and their effectiveness. On the other, hand three factors have not been assumed as effective barriers in organizing think tanks. They have been considered in discussion and conclusion. Finally, the research's suggestions have been offered.
