طراحی راهبردی مدل مدیریت مشارکتی شهر

چکیده

روند نارضایتی شهروندان از مدیریت خدمات شهری بالا، مشارکت شهروندان اندک و نظریه یا مدل متناسب با دیدگاه های شهروندان ذی‌نفع برای آن ارائه نشده است. هدف این پژوهش داده بنیاد، استخراج مؤلفه‌ها و ارائه یک مدل مدیریت مشارکتی خدمات شهری با رویکرد راهبردی توسعه اجتماعی محل‌های PLSD است. در این پژوهش کیفی داده بنیاد اعضای جامعه هدف با دو روش نمونه‌گیری هدفمند و نمونه گیری مبتنی بر معیار انتخاب شدند. تعداد اعضای جامعه براساس تکنیک اشباع مشخص شد لیکن بنا به نظر سفارش‌دهنده طرح پژوهشی تا یکصد نفر افزایش یافت. جامعه هدف سه گروه بودند: سه گروه از شهروندان- هیأت علمی دانشگاه‌ها، ارباب رجوع، کارشناسان و مدیران ذیربط خدمات شهری در شهرداری. هر سه نوع اعتبار توصیفی، تفسیری، نظری و قابلیت اعتماد پژوهش احرازگردید. ابزار گردآوری داده‌ها مصاحبه ساخت‌یافته حاوی 11پرسش بازپاسخ بود که طی سه ماه به صورت حضوری اعضای تیم پژوهش انجام شد. تعدادیکصد وشصت مضمون، استخراج و به سیزده مضمون اصلی تجمیع و تقلیل داده شدند. از تحلیل آنها تعداد هفت یافته به دست امد که مبنای طراحی دو مدل مدیریت مشارکتی خدمات شهری تعیین - تحلیل شدند. دو مدل مکمل، اولی «گروه شهروندی- محور» و دومی براساس رویکرد راهبردی محله - محور PLSD طراحی و ارائه شد.

Designing The Model of Participatory Managing of City based on P.L.S.D Strategic Approach

Problem and Objective: The trend of dissatisfaction of citizens about C.S.M (City Service Managing) is increasing, but participating of citizens in low and there is not a functional Theory of model for it. The objective of this survey is exploring the components and providing a model for C.S.M based on PLSD strategic approach.
Methodology: in this grounded theory the members of target community was selected through two techniques: targeted sampling and criteria-based sampling. The number of sample society members is determined via saturation technique. The members were three groups: faculty members, municipality clients, municipality administrators. The data has been collected via interview. The descriptive, theory and interpretative validities and trust ability has been confirmed.
Results: the 160 themes have been extracted and then Reduced and aggregated to 13 mail themes. These main Themes have been analyzed and lead to seven results. Based on these results two models - based on local community and citizen's group- have been provided.
