گونه‌شناسی نقش سیاست‌های بهره‌وری منابع انسانی

چکیده

     براساس نظام ارزشی جامعه، بهره‌­وری منابع انسانی به­‌عنوان مهم­‌ترین و تأثیرگذارترین عامل در افزایش بهر‌ه‌­وری سازمان ‌‌می‌­باشد. هدف مقالة حاضر گونه­شناسی سیاست­‌های بهره­‌وری منابع انسانی است و اینکه چه ذهنیت­‌ها و دیدگاه‌­های مختلفی در مورد موضوع تحقیق در بین مشارکت­‌گنندگان ناحیه‌­ای از آموزش و پروش خراسان رضوی وجود دارد. برای تبیین جامع‌­تر و کامل­‌تر از سیاست­‌های بهره‌­وری منابع انسانی، از روش‌شناسی کیو (Q) استفاده شده است. این روش ترکیبی، دسته‌­بندی عمیق‌­تری از دیدگا‌ه‌­های مشارکت‌کنندگان نسبت به موضوع مورد بررسی به‌­دست می­دهد. در این روش از تحلیل عاملی کیو و سنخ‌شناسی که از آرایه­‌های عاملی و مصاحبه با مشارکت­‌کنندگان در حین مرتب‌­سازی حاصل شد، دیدگاه‌­ها و عقاید مشارکت‌­کنندگان، در چهار دسته­‌بندی شناسایی شده است. نتایج تحلیل­‌ها نشان می‌­دهد نقش­‌های "مشابه" ارزشیابی شده، مبنای پیدایش نقش‌­های جدید برای سیاست‌­گذاران بهره‌­وری منابع انسانی در آموزش و پرورش است. مانند نقش "شایسته‌­گزینی برای ارتقای بهره­وری"، "آموزش­‌پذیران خلاق" و "منتقدان به عدم اجرای سیاست‌­های بهره­‌وری" و ضعف‌­ها نیز مانند عدم هماهنگی سیاست­‌های پیشنهادی بهره‌­وری منابع انسانی با هدف نهایی فعالیت­‌های منابع انسانی، و نیز اهمیت‌­ندادن به مهارت­‌های ذهنی، انسانی و کار تیمی می‌­باشد.

چکیده [English]

Based on the value system efficiency of human resources as the most important and influential factor in increasing the efficiency of an organization. Purpose of this paper is typology of human resource efficiency policies and how is different mentalities and perspectives among participants in about the research subject area of Razavi Khorasan education. For a more comprehensive and more complete explanation of productivity of human resource policies, the methodology of (Q) is used. The combined method of classifying participants a deeper viewpoints of the subject could provide. The method of factor analysis and Q-factor typology of arrays and interviews with participants during sorting was achieved, the views and opinions of the participants in four categories have been identified. Analysis results show that the role of "similar" to evaluate the basis for the emergence of new roles for HR productivity in education policy.As the "merit selection to enhance productivity," "Creative educatable" and "lack of policy enforcement efficiency Critics'. and weakness is as well as productivity of the proposed policy coordination activities with the ultimate aim of human resources, human resources and not the importance mental skills, human and teamwork.
