راهبردهای بهره‌گیری دانش آموختگان مشمول برتر مقیم در خارج از کشور با نگاهی به افق ۱۴۰۴

چکیده

در دوران ۴۰ سال پس از انقلاب اسلامی، رشد پایدار را می­توان از امور زیربنایی در کشور در نظر داشت، اینکه بتوان کلیت امور کشور را در مسیر توسعه­یافتگی جهت­دهی نمود تلاشی مضاعف می‌طلبد. هدف این پژوهش بررسی چگونگی استفاده خدمت سربازی دانش آموختگان برتر مقیم در خارج از کشور را در راستای توسعه کشور است. لذا با در نظر گرفتن سرمایه فکری کشور همچون نقطه بهبود و در نظر گرفتن سیستم آموزش عالی کشور همچون محل بهبود سرمایه فکری کشور، به ارائه راهکاری استراتژیک در رابطه با مسیردهی خدمت سربازی می­پردازد. جمع­آوری داده به صورت درخواست پیشنهادهای به صورت کتبی در مرحله اول،به همراه پرسشنامه­ای شامل سؤالات و دیگر موارد به مسئولین ارائه و نظرات آن­ها به صورت کتبی درخواست گردید. در صورت کافی بودن پاسخ­ها بهبود طرح و نتیجه­گیری براساس پیشنهادها پذیرفته می‌شد. در برگزاری جلسه مشترک شبه‌ساختاریافته (در مرحله دوم) در صورت به اجماع نظر نرسیدن طرحی اجرایی معرفی و با استفاده از روش کیفی و دریافت نظر مسئولین طرح را بهبود داده و مدل اجرایی نهایی شده ارائه گردید. عواملی مانند تبعیض، تعاملات سازنده و نحوه اجرا، مورد بررسی بیشتر قرار گرفته‌اند. پژوهش راهبردهای بکارگیری مشمولان خارج از کشور در راستای توسعه علمی سند چشم‌انداز ایران1404، تبیین می‌کند.

چکیده [English]

During the 40 years after the Islamic Revolution, sustainable growth can be considered as one of the infrastructural affairs in the country, so that it can redouble the efforts of the whole affairs of the country in the direction of development. The purpose of this study is to survey how the military service of top graduates living abroad would be used for the development of the country. Therefore, by considering the intellectual capital of the country as a point of improvement and considering the higher education system of the country as a place to improve the intellectual capital of the country, it offers some strategic approaches in relation to the route of military service. Data collection was in the form of requesting written proposals in the first stage, along with a questionnaire including questions and other items were presented to the officials and their comments were requested in writing. If the answers were sufficient, improvement of the plan and conclusion based on the suggestions would be accepted. In holding a quasi-structured joint meeting (in the second stage), in case of no consensus, the executive plan was introduced and the plan was improved using the qualitative method and receiving the opinion of the officials, and the finalized executive model was presented. Factors such as discrimination, constructive interactions, and enforcement have been further explored. The paper explains the strategies for employing foreign higher education students for the scientific development of the Iran Vision 1404.
