Today, learning programs with the aim of providing educational opportunities for trainees to acquire the competencies to understand and improve their professional status are seriously considered.This research aimed at improving the structure and processes of management and strategic planning of skills and competencies. The research method based on the grounded theory of data processing and its society: stakeholders of technical and vocational education, educators, students, managers and industry owners. Based on the theoretical foundations and literature review of the research and using the Atlas software, the interviews and resources of the coded technical and vocational education subsystem, the main statements and categories identified. The validity of the tools and the reliability of the interviews are inherent in the method of agreement. Finally, the following strategies suggested: three for "skill" as quality of learned skills, productivity and flexibility; two for Knowledge strategies: to create a national framework and trustee of professional competence in accordance with international standards; three "Values" strategies for creating cultural reform mechanisms, creating employment and independence mechanisms for the organization of the system of technical and vocational education along with general, secondary and higher education.
