ارزیابی وضعیت اقیانوس آبی نظام برنامه‌ریزی راهبردی سازمان

چکیده

با توجه به پویایی محیط کسب‌وکار، برنامه­ریزی راهبردی سازمانی مقوله مهم و اثرگذار شناخته شده است. در محیط متغیر عصر حاضر، رویکردهای سنتی به برنامه‌­ریزی راهبردی کارایی خود را از دست داده‌­اند، از این رو، توجه به رویکردهای نوین افزایش یافته است. یکی از این رویکردها، رویکرد اقیانوس آبی است. پژوهش حاضر با هدف ارزیابی میزان تطابق و هم‌­راستایی نظام برنامه‌­ریزی راهبردی شرکت ملی صنایع پتروشیمی ایران با رویکرد اقیانوس آبی تدوین شده است. در این پژوهش ابتدا، بر اساس  مبانی نظری حوزه مدیریت راهبردی، ابعاد و شاخص‌­های الگوی برنامه‌ریزی راهبردی بر مبنای رویکرد اقیانوس آبی استخراج شد و سپس در اختیار 30 نفر از متخصصان حوزه مدیریت راهبردی قرار داده شد. نتایج مراحل سه‌گانه ارزیابی ابعاد و شاخص‌­ها نشان داد که الگوی پیشنهادی روایی کافی برای ارزیابی نظام برنامه‌­ریزی راهبردی شرکت­‌ها را دارد. سپس با استفاده از روش مطالعه موردی، اسناد، آئین‌نامه‌ها و دیدگاه متخصصان درگیر در فرایند برنامه‌­ریزی راهبردی  شرکت ملی صنایع پتروشیمی ایران مورد تحلیل و واکاوی قرار گرفت. یافته‌­های پژوهش، نشان می‌دهد که برای ارزیابی نظام برنامه‌­ریزی راهبردی شرکت­‌ها، باید سه بعد بینش اقیانوس آبی، انسانیت‌­محوری و به‌­کارگیری ابزارهای تدوین راهبرد موردتوجه قرار گیرد. همچنین تحلیل برنامه راهبردی شرکت موردمطالعه بر اساس الگوی تائیدشده نشان می‌­دهد که برنامه راهبردی این شرکت، حدود 55 درصد با رویکرد اقیانوس آبی هم‌خوانی دارد. همچنین در بین ابعاد مدل تأییدشده، بینش اقیانوس آبی در تدوین راهبرد­های این شرکت از وضعیت بهتری نسبت به دو بعد دیگر برخوردار است.

The importance of strategic planning in any organization is undeniable, And the discussion of its evaluation is doubly important. Since in the dynamic environment of the present age, traditional approaches to strategic planning have lost their effectiveness, attention to new approaches has increased and one of these approaches is the Blue Ocean approach. The present study is supported by the National Iranian Petrochemical Company and has been compiled with the aim of assessing the degree of compliance and alignment of the strategic planning of this company with the blue ocean approach. In this research, which is a type of qualitative research, after selecting the appropriate model and indicators to evaluate it and then confirming the experts, using case study method and in-depth interviews with 9 experts of the National Iranian Petrochemical Company in Strategies were involved, the company's strategies were evaluated. The findings show that 55% of the strategic planning of the National Iranian Petrochemical Company reflects the Blue Ocean approach. Also, among the dimensions of the model to be evaluated, which include blue ocean perspective, humanness and the use of appropriate tools, the blue ocean perspective in the formulation of the company's strategies is in a better position than the other two dimensions.
