تحلیل تجربیات پدیدار شناسی بُعد تفکر استراتژیک

چکیده

برای برنامه‌ریزی استراتژیک می‌بایست تفکر استراتژیک وجود داشته باشد. هدف پژوهش حاضر، درک تجربیات برنامه‌ریزان، اجرا کنندگان و کنترل استراتژیک گمرک و درک جایگاه تفکر استراتژیک است. لذا این پژوهش با توجه به برنامه‌ریزی استراتژیک در گمرک ایران، به دنبال این است که متغیر حساس و مهم تفکر استراتژیک چه جایگاهی در میان تدوین کنندگان، کاربران و کنترل کنندگان برنامه‌ریزی استراتژیک داشته است؟ آیا شرکت‌کنندگان و کاربران برنامه‌ریزی استراتژیک دارای عمق تفکر استراتژیک هستند؟ جامعه مورد مطالعه دست اندرکاران برنامه‌ریزی استراتژیک در گمرک هستند که تجربیات خود را بیان و توصیف می‌کنند. برای انتخاب افراد از نمونه‌گیری مبتنی بر هدف استفاده شد. (18 نفر از تدوین کنندگان برنامه و مجریان) سپس داده‌های مورد نیاز با مصاحبه انفرادی نیمه ساختارمند (20 تا 30 دقیقه) در محدوده‌ زمانی 30/1/1398 تا 12/3/1398 جمع‌آوری شدند. یافته‌های پژوهش با استفاده از روش تحلیل دیکلمن و مدل تفکر استراتژیک لیدکا در 5 مفهوم اساسی طبقه‌بندی شدند. این مفاهیم عبارتند از: "نگرش سیستمی"، "عزم استراتژیک"، "پیشروی بر اساس رویکرد علمی"، "فرصت طلبی هوشمندانه"، و "تفکر در زمان" نتایج پژوهش نشان دهنده آن است که تفکر استراتژیک عنصر اصلی در تدوین اجرا و کنترل برنامه‌ریزی استراتژیک است و این متغیر در برنامه‌ریزی استراتژیک گمرک مورد توجه نبوده است.

چکیده [English]

There must be strategic thinking for strategic planning. The purpose of the present study is to understand the experiences of planners, executives and strategic control of customs and to understand the place of strategic thinking. Therefore, considering the strategic planning in the Customs of Iran, this research seeks to find out what position of critical and important strategic thinking variable among strategic planners, users and controllers? Do participants and users of strategic planning have a depth of strategic thinking? The community under study is involved in strategic planning at customs, describing and describing their experiences. Purposeful sampling was used to select the subjects (18 programmers and presenters) then required data with semi-structured individual interview (20-30 minutes) in the time frame of 30/1/98 until 12/3/1398. Research findings were categorized into five basic concepts using the Dikelman analysis method and Lidka's strategic thinking model. These concepts are: "Systematic attitude", "Strategic determination", "Advancement based on scientific approach", "Intelligent opportunism", and "Thinking in time" The research results show that strategic thinking is a key element in formulating and implementing The control is strategic planning and this variable has not been as well considered in the strategic planning of customs.
