Education is one of the main components of society that provides efficient and impressing humans. In any educational system, the first step to perform the training and nurturing programs is having a sufficient and suitable environment. There exists many problems about the educational resources in the country. According to the determined goals about the upgrading the literacy level of the society in country’s macro documents of future perspective; planning for educational resources supply is necessary. In this paper, prediction about the pupil population of the elementary and the lower secondary have been accomplished by the use of system dynamics methodology. The simulation has done from 1395 to 1420. The different scenarios about the way of allocating budjet to Organization For Development, Renovation And Equipping Schools according to changes in student population in the upcoming years have been investigated. The simulation results show that if the fertility behavior does not change, the population of students will increase in the coming years and will decrease after spending its maximum in the 1400 decade. If the budget allocated to building schools in the coming years is equal to the amount announced for 1398, educational area per capita will decrease. If this budget will be double the present value in the coming years, less than 1 square meter of per capita will be reduced and then return to the current value. Eventually, in a triple budget scenario, after 5 years, the educational area per capita will improve.
