To date, the growing demand for water in the agriculture sector has largely been met by mining fossil groundwater resources. Indeed, about 90 percent of groundwater use belongs to the agriculture sector. This unsustainable trend cannot continue for a long time since groundwater resources are limited. So, decision-makers need doing some urgent, effective actions to handle this problem. The main objective of this study is understanding the underlying cause of the problem and evaluating suggested policies to address the crisis. The model is based on “tragedy of the commons” theory and tries to explain how farms attempts to maximize their profits turns to a serious threat for sustainability of groundwater resources. In the following, the model has been used to evaluate various strategies for avoiding the depletion of groundwater resources. For this purpose, “gap analysis” has been used. In gap analysis, the future under the present strategy is forecasted. Then, objectives or desired future is identified and the gap between the objectives and the future conditions under the current strategy is determined. Finally, new strategies which will help to close the gap will be designed. In the end, it is concluded that; (1) irrigation efficiency is the leverage point of the system and by increasing it from 40% to 45% we can significantly remedy the problem (2) no single solution can solve the crisis and several policies should be adopted simultaneously}, keywords = {Groundwater,Rebound effect,tragedy of commons,PHAPI,Gap Analysis}, title_fa = {تراژدی منابع مشترک در استفاده از منابع آب‌های زیر زمینی در بخش کشاورزی}, abstract_fa = {در حال حاضر بسیاری از کشورها از جمله ایران در وضعیت تنش آبی بسیار بالا قرار دارند. بر اساس آمار موجود، بخش کشاورزی مسئول مصرف بیش از 90 درصد از آب‌های مصرفی در ایران است. تا به امروز تقاضای در حال افزایش آب در بخش کشاورزی با استخراج از منابع آب‌های زیر زمینی تامین شده است. ناگفته پیداست که این روند نمی‌تواند برای مدتی طولانی پایدار بماند. هدف اصلی این مطالعه یافتن ریشه اصلی این مشکل بوده و به ارزیابی راه حل های پیشنهادی برای مقابله با این مساله می پردازد. مدل ارائه شده این مقاله بر اساس نظریه "تراژدی منابع مشترک" است و در آن توضیح داده می‌شود که چگونه تلاش کشاورزان برای حداکثر کردن منافع خود تبدیل به تهدیدی جدی برای پایداری منابع آب‌های زیر زمینی شده است. در ادامه، از مدل برای ارزیابی استراتژی‌های مختلف جهت مدیریت آب‌های زیر زمینی استفاده خواهد شد. در پایان نتایج ذیل به دست آمده‌اند: (1) بازدهی آبیاری یک نقطه اهرمی است و با افزایش بازدهی از 40 درصد به 45 درصد می‌توان به طور قابل توجهی این مشکل را درمان نمود، لذا دولت می‌بایست تمرکز خود را بر روی بهبود بازدهی آبیاری بگذارد، البته به طور همزمان می‌بایست برای کنترل اثر ارتجاعی از افزایش زمینه‌ای زیر کشت و افزایش زمینه‌ای زیرکشت محصولات با مصرف آب بالا جلوگیری شود (2) هیچ راه‌حلی به تنهایی برای حل این معضل وجود ندارد و می‌بایست اقدامات متنوعی به صورت همزمان انجام گیرد.}, keywords_fa = {آب‌های زیر زمینی,کشاورزی,پویایی سیستم,اثر ارتجاعی,تراژدی منابع مشترک}, url = {https://www.smsjournal.ir/article_111610.html}, eprint = {https://www.smsjournal.ir/article_111610_c3cca34b89391be0a08721a1af4b7124.pdf} }
