الگوی سنجش سطح بلوغ مدیریت استراتژیک سازمان‌های دولتی

چکیده

برخی نویسندگان معتقدند مدیریت استراتژیک در بخش دولتی از بخش خصوصی به عاریه گرفته شده­است و به همین دلیل سازمان‌های دولتی در مسیر استقرار و سرآمدی در آن با چالش­هایی روبرو هستند. هدف از مقاله­ حاضر ارائه­ی مدلی است که رهبران و مدیران سازمان‌های دولتی را در ارزیابی وضعیت مدیریت استراتژیک سازمان­شان و طی گام به گام مراحل بلوغ یاری نماید. در این پژوهش ضمن اشاره به تمایزهای مدیریت استراتژیک در بخش دولتی و خصوصی، انواع مدل‌های بلوغ بررسی شده و مدل‌های بلوغ از نوع حوزه کانونی برای تحقق هدف پژوهش حاضر انتخاب شده­است. برای ساخت مدل مورد نظر از مدل‌سازی ساختاری تفسیری بهره برده­ایم و داده­های مورد نیاز با استفاده از مطالعات کتابخآن‌های، تحلیل مضمون و روش گروه توافق تأمین شده­است و نمونه­گیری نیز به صورت غیر احتمالی هدفمند قضاوتی و با استفاده از روش گلوله برفی از میان صاحب­نظران دانشگاهی و شاغلین دستگاه­های اجرایی صورت پذیرفته است. به این ترتیب ماتریس بلوغی مرکب از دوازده حوزه­ کانونی، سی و شش قابلیت و دوازده سطح بلوغ طراحی شده و در نهایت، مفید بودن و کاربردپذیری آن از طریق پیمایش نشان داده شده است.

چکیده [English]

Some writers believe that strategic management in the public sector is being overrun by the private sector - and that is why public agencies are facing challenges in their path to deployment. The purpose of this paper is to present a model to assist leaders and managers of public agencies in assessing the strategic management maturity of their organization. In this study, while referring to the differences between strategic management in the public and private sectors, different maturity models have been investigated and maturity models of the focus area have been selected to fulfill the purpose of the present study. To construct the model we used interpretive structural modeling and the required data were provided by library studies, thematic analysis, and consensus group technique, and the sampling was non-probabilistically objective and judicious by using snowball technique. Thus, the maturity matrix is designed from twelve focus areas, thirty-six capabilities, and twelve maturity levels, and finally, its usefulness and applicability have been demonstrated through survey.
